Incorporated from Coolbaugh Township in 1830, Tobyhanna Township acts as a separate entity from the Town of Tobyhanna. Tobyhanna Township contains the villages of Blakeslee, Pocono Lake, Pocono Pines and sections of Pocono Summit. The township population at the time of the 2000 Census was 6,152. This dynamic municipality is predominately rural, with several designated areas for commercial and industrial development. Tourism and construction related industries drive the local economy. In 2000, the median income for a household in Tobyhanna Township was $43,211, which is slightly above the national average of nearly $42,000. The median income for a family was $44,651.

The Coolbaugh Township, population 15,205, consists of the Town of Tobyhanna, the Tobyhanna Army Depot, Tobyhanna Lake and Tobyhanna State Park. The Tobyhanna Army Depot serves as the United States Army installation founded in 1952. The depot provides military technology for the nation's troops and serves as the largest electronics works facility of the U.S. Defense Department.
Tobyhanna State Park, which lies adjacent to the Gouldsboro State Park, includes the 170-acre Tobyhanna Lake. The park's land, which covers 5,440-acres, derives from a large artillery training ranges that existed prior to the Tobyhanna Army Depot. Recreational opportunities include canoe and rowboat rentals, hiking trails in the warmer months, while in the colder months visitors enjoy ice fishing and access to a 1.2-acre ice skating area and a one-way snowmobile trail. Certain designated areas of the park permit hunting.
